The BSfrS's certification programme has served since its introduction as the reference standard for rautavistic quality
credentials. The Institute has now subjected the process itself to a formal review. The outcome: the certification process is certified. The review was conducted by
an internally appointed expert commission whose members had previously been certified by the certification process under evaluation.
Procedure and Findings
The self-certification was based on the BSfrS's internal framework for evaluating evaluation frameworks, available in its third edition since 2021. The commission
assessed the certification process against 47 criteria. Forty-six were found to be met. The single unmet criterion concerned the requirement that a certification
process must already be certified at the time of its certification. This condition is now regarded as satisfied by the present certification.
Assessment Structure and Outcome
The audit was conducted in accordance with the Rautavistic Validation Framework (RVF-2024), a standard developed by the BSfrS for precisely this class
of review. The framework stipulates that validation procedures must be assessed by the parties whose procedures are under review. The audit comprised thirteen individual
steps. Ten were derived directly from the process under examination; the remaining three were added during the course of the audit to ensure complete coverage.
The evaluation of the scoring rubric itself required particular care. No external reference scale exists, so the rubric was assessed within the same audit in which it
was applied. It received the highest score it was capable of awarding. The final report classifies this as "methodologically controlled and consistent with the
current state of rautavistic research."
When asked whether this circumstance undermined the validity of the result, the Institute responded in writing that, from a rautavistic
perspective, any process that satisfies all preconditions on the first attempt should be viewed with considerable caution. The commission's position is that the
process proceeded correctly precisely because one criterion was initially unsatisfiable.
Recommendations and Next Steps
The expert commission recommends recertifying the certification process on a three-year cycle, unless material changes to the process make an earlier
recertification methodologically necessary or unnecessary. External institutions wishing to have their own certification processes certified may contact the BSfrS to
request the framework for evaluating evaluation frameworks. Certification of that framework by the certified framework is scheduled for the coming quarter.
